To access cheats for a game go to the game page, and scroll to the bottom, links to cheat pages are under the heading “Reference / Information”. For example if you wanted to find cheats for Super Mario Sunshine, you’d select GAMECUBE from THE GAMES menu on the right, then click on the box shot of Super Mario Sunshine to go to it’s page, scroll down and you’ve got the link to your cheats and unlockables etc for that game. And it isn’t just necessarily cheats to aid you in completing a level or game, some of the things are just secrets in a game for fun, that you may not have known about, or appearances of other Nintendo characters when you do certain things.
